Q: The reason the fuse doesnt blow is because there isnt one in it or a way to even put one in. The screw off part connects straight to a spring to metal

The two fuses are replacement for you, there one is in DC adapter. And you replace it when original one is bad that use screwdriver.

I'm not sure about the type of battery you are using, but I have found that I have to be really careful that the plug fits snuggly into the Dreamstation.
