Part time!
Love these! Yes, assembly required but totally worth it!! Had wonderful party with these cute additions!!

WARNING: Assembly REQUIRED which isn't stated anywhere
I should've read the reviews (I usually ALWAYS do), but I couldn't find simple, cheap, one-time paper cone hats for a birthday anywhere and this was all that I could find. NOWHERE does it say that assembly is required. I didn't pay for an item so I can spend way too much time putting it all together which isn't easy. You'd think it'll be simple but nope, the instructions have literally ZERO instructions, it's some weird translation of nothing. The hats all bent out of shape due to assembly because there's no way to assemble and keep it nice. I didn't even bother with the fluffy balls. Needless to say, I didn't finish assembling any of it as I'll be returning this. Waste of my time and money.

these hats are small, even for a child-more like toddler sized. The crowns are comically small-perhaps infant sized -if even. Hats require patience to put together as they are very easy to rip during assembly. Pro-tip - reinforce seam with clear, gift wrap tape. Also reinforce where elastic attaches to hat with tape. Place pom-pom on the sticky dot first, then attach to hat. For best results, put pom-pom on last.

As advertised… but wouldn’t get again
Assembly took some time for mediocre results. They looked as advertised but next time I’ll just pay the extra to get already constructed hats.

Assembly required. Way too much of a faff.
I was pretty unhappy to get these flat packed with comically bad instructions (not that you need them, they’re not bicycles). But they’re tiny, get bent up when you attempt to assemble them, and wouldn’t stay together if it weren’t for the scotch tape I used. The colors are cute and the pom poms stick well with the little blobs of glue, so I decided to make one of the two sets. I stopped at one. These are way too much time and hassle. Don’t buy if you’re not feeling crafty.

Very nice colorful hats ! Would recommend it for birthday parties or celebrations!

Poor quality and a waste of money
I only gave 1 star because I cannot give it a ZERO rating. Do not buy this crap! It is so small that it won't fit on a baby's head. The instructions were written by someone who obviously does not speak English and were jibberish. Lastly, the ball that goes on the top of the hat has no way to stick - the adhesive was only on 1 side. What a disappointing product.
